  1. Why was Common Cause formed and how did it influence the passage of Federal Elections Campaign Act of 1971 (FECA)?
  2. What is meant by “public funding” of campaigns and how did Congress deal with this issue in FECA?
  3. In 1972 the Committee to Reelect the President, (Richard Nixon) took advantage of a loophole in campaign finance law. How did CRP exploit this loophole and what illegal practices did it engage in?
  4. By 1974, Congress had passed amendments to FECA that represented the “high point” of reforming campaign finance. From 1904 through enactment of the Tillman Act, the FCPA (1910) and its amendments, the 1925 Amendments to FCPA, reformers pushed the same themes of true reform. Arguably with the passage of the 1974 Amendments to FECA those goals had been attained. What are the major areas of reform that were the focus of reformers to ensure that campaigns weren’t unfairly influenced by money and have a system of campaign finance enforcement which enjoyed public confidence?
